If that was the change it wouldn't be enough to get her put back into real prison.
No it was in conjunction with the length of her term and how much of that term was spent in a controlled parameter prison before transferring to a healing lodge.

The language that a prisoner must not spend much of their sentence in a healing lodge did not exit until this amendment. A healing lodge will now be a "finishing" step in the prison system rather than a place a prisoner can serve most of their term.

You could stop importing any oil and you would still have over production. Exporting is a better investment than domestic initives believe it or not.
There's this place called Saudi Arabia. They're pieces of shit and we should stop supporting them which should be the priority of a group of people whom claim to be very concerned about human rights.

You also can't actually have true overproduction. That's a bit of a myth.

You had specifically questioned whether the policy was amended to include mention of controlled parameter and it was in conjunction with other thresholds in regard to future tranfers so it is related.
and it doesn't include a requirement for controlled perimeters. So I'm not sure why you're dwelling on that.

Well Alberta is producing X amount for whatever economic reason and it's way way way too much to be consumed by the whole Canadian economy even if all imports were stopped. I agree that the Saudis as well as a couple other countries that are currently exporting to Canada suck.

The policy amendment is to how prison inmates are transfer from a prison (which has a controlled perimeter) to healing lodge (which has a defined but not controlled perimeter).

You said over production is a myth. It's the number by which your economy is in surplus and that's why they are over producing. If you reduce that (because it doesn't go bad) it puts your exports and the secondary industries and services in the red. So it's not a myth. It's the reality which keeps the industry viable.

Anyone else have a sneaking suspicion the oil companies are behind this to inflate the prices?

You really don't have the infrastructure to take it out of Alberta in a timely fashion. That's why anywhere eastern of Ontario is cheaper to buy from US and even Saudiassholia even though you have a surplus of oil in Alberta.

I believe there's a west-east pipeline that isn't used at full capacity. Even if there's no pipeline at all, build one. Problem solved and you've created some jobs along the way.
