'rot in prison' is excessive, he didn't commit a crime against person or property. He wasted public resources, and officers' time. He should pay a fine which hurts at his income level. And he should spend a couple weeks/months in jail thinking about all the crimes that didn't get solved because police were engaged in a wild goose chase instead of chasing down leads while they were hot.
It's the 'Justice' system. Imagine someone you care about being guilty of this, and ask yourself what sentence serves Justice for the victims.
