I think the goal was to make the current Iranian leadership (not the Ayatollah, other civilian leadership, including intelligence services) look weak and this attack was put in motion either by factions trying to maneuver into political power in Iran or by Saudi or another enemy of Iran (including various terror groups) who have an interest in clowning them. To have a Japanese ship attacked near Iran while the Prime Minister is visiting is pretty obviously an insult. Could also be a group just objecting to Iran/Japan relations. But insofar as Abe was there as a US proxy, this could just be an attempt to inflame the US into attacking Iran. In which case it can only be Saudi or Israel behind it.This is a very strange one. I just left there in May, while I was there I heard reports of rockets landing / shot down in my neighbourhood. No casualties.
