Except he didn't.

He tried to cut funding for on-call doctors on retainer who were collecting an annual check despite never having been called for work in 10 years.

But it was denied and funding continued as it had been.

"gut" is probably a bit strong. He proposed a cut. It didn't go through.

Although if you listen to Dems, it did go through and the chaos of the coronavirus falls directly on Trump's shoulders and this cut that never actually happened.

When people say "fake news" - this is precisely what they mean.
