No matter who gains I find it deeply disturbing when a memory card or flash drive is "misplaced" and found sometimes days later which is what also happened in Virginia when Congresswoman Hamburger was losing her race and a flash drive was found that they "forgot" to add to the vote count and that pushed her in the lead which was enough for her to win...
Sounds sloppy for sure but I'd have to understand the system to know how concerning it is. So far most of this appears to be a way to blindly carry totals into a central area for electronic count. No district knows their own count to avoid infuence. The original machine is still there and the count can be taken off of it to verify. No where have I seen a place where a machine says 5000 and the card altered to 10000 and you couldn't tell.
You'd just get a bad count up front and the through verification you'd catch the reconciliation not adding up.
It's sloppy but fairly secure if you have multiple parties involved.
