This along with him leaving the city during the pandemic to his second home gives the appearance that he's out of touch with the average New Yorker even though that seems mostly to be a trope by people that would already vote against him and are taking advantage of the situation.
For what it's worth I don't think the cartoon is meant to draw a caricature and I don't think tourist is related to something like him not being American enough.
I think it's a direct result of the comments about that particular subway station and people commenting that he's basically a tourist from it. I'm also not totally surprised that people would see this cartoon and think it heavy handed and draw the wrong conclusions that was meant to be racist.
