There is a difference between true bullying and keeping idiots in check, the saying it takes a village to raise a child also works for keeping the dregs of society in line. Unfortunately those lines have been blurred over the past 20 years and now we are dealing with the the outcome along with closing mental health institutions.
When I was in school we had a special ed class where all the these people went to, now we can't do that and have to be inclusive so we pay for a handler to sit in each normal classroom to try and keep mongo in check before they totally disrupt the class.
