I'm going to guess intent. If he grew up in an environment where nigga is tossed around casually by many it's not a big deal to say it, he's not trying to be hurtful but moreso endearing or general reference. It's like using cunt in Australia right @Miesha's Taint ?

Some people are comfortable with it and some aren't. I think it depends
on how the people hearing a white person say it grew up as well.

I have white friends I've known for years that won't say it around me
and I have white friends I've known for years that are so ghetto they really
can't express themselves without saying it.

I'm 50/50 on it. Depends on the circumstances and context.
