Honestly Floyd is nothing much. He is a fantastic defensive boxer who hand picked opponents throughout his career and often picked them at points when it would work to his benefit (most famous example is Manny).

Pernell Whittaker was a better fighter. Floyd is much like Tyson... a lot of hype and PR and maybe a top 25 guy at best...

It is borderline garbage. Diego Corrales and Jose Castillo are probably the best fighters that he fought in their primes. He is just a defensive decision machine against any decent competition....

Floyd is only overrated in the sense that some people think he is a completely untouchable God.

He should have a loss on his record and arguably 2 (Castilo 1 definitely, Oscar maybe).

But of course mainly people take it too far the other way. I wouldn't be confident in anyone his weight in history beating him 2/3 times.
