It does. Although it does not reach the maximum potential energy possible in the system, it does take kinetic energy from the slide and store that energy in the cock.
Therefore, actuating the slide on a G-Lock cocks the weapon.

it's simple, there are two definitions of 'cock' that apply to firearms. The first is clearly applicable to a G-Lock, it can be cocked at any angle. Cocking a weapon in this manner would also fit the song lyrics. It is possible to cock/tilt a G-Lock.
In the other, the cock is raised. Not fully-raised. Not raised to sufficient energy to concuss the primer. Just raised. When the slide of a G-Lock is actuated, either manually or by the the extractor pushing rearward against the slide, the 'cock' is raised. The physical 'cock' (it's not a flintlock, so it's not called that - it's just part of the hammer) is mechanically raised. The 'cock' state of the pistol is raised from 'un-cocked' to 'cocked'.

Everyone understands that cocked means the hammer is held back ready to strike the firing pin. Anything else is disingenuous. Not to beat a dead horse but that wasn't even his original argument.
