It's a big part of it, but if you read On Killing he makes a case that the same conditioning that worked to make us kill the enemy is hard at play in our society making us more aggressive at a population level.
Dehumanize the enemy
Behavior Modification through operant and classical conditioning
Remove leader roles that would limit this violence and define it only under the socially approved guise of something like the military, or replace the social approval with new moral law like gangs
The more you read the literature, the strongest literature suggests a seriously screwed up development for children constantly exposed to violence and violence rewards (even simulated like movies and games).
Take a kid show them violence early.
Let them practice on increasingly violent video games.
Increasingly remove fathers from the home.
Replace fathers with gang leaders/media leaders/online leaders.

Going by skinner's development of operant conditioning you see:
No playing video games doesn't take well controlled little Johnny and turn him into a school shooter. But it statistically makes him more aggressive than he would be otherwise, including playing non-violent games or being continuously exposed to non violent media.
It's aimless, leaderless, little johnny that takes a lifetime of violence and incorporates that into the flaws of society. Add in the depth of self-hatred that only Niezsche could be proud of. And you getting a ticking time bomb waiting to exact the justice against the human stain that is both him and caused him so much pain. It's suicide externalized.
Single parent homes.
Realistic violent games that reward the response.
Children accessing guns.
Wealth disparity.
Guns have been there and its always hot button. But if you're raising screwed up kids, you shouldn't live in a vacuum that they can be trusted to not touch your gun because you said so.
We should be admitting we have a cultural problem that includes glorifying violence in all kinds of weird ways, including the creation of pseudo-celebs from each shooter like you said.

Ya the media wants more ppl to shoot shit up so guns can get taken away. They want this shit. We will know everything about he shooters by noon. Their manifesto, videos, history, all u have to do is shoot some ppl and u famous .
It’s not just about taking guns away. No matter which side of the gun debate a network lies on they will always cover these murderers because it gets ratings.

You can easily cover the shootings and get ratings without making the killers famous. I don't think that does anything but encourage other shootings. Most intelligent ppl seem to agree it is a horrible idea to keep doing that yet it is still happening.
I don’t know if the shootings would stop if the media stopped covering them. What I do know, is that there is no way in hell that that will ever happen.

I googled “fear makes public compliant” and google reworded my query, changed compliant to complaints, and all the results came up as “complaints against media”.
I had to reword to “fear based media makes public compliant” to get relevant results but even then, only the first 4 results contained “compliant” rather than “complaint”.
The obvious nature of that kind of redirecting is god damn frightening.
