I've been hit with increased prices on materials that come from China (those went into effect Sept 1), but I won't receive that product until November. Suppliers are already looking for alternative sources - both domestic and imported - to see if they can find product that can now compete with the increased Chinese cost. That shit takes time.
I don't know if the end result will be more products being manufactured in the United States (which is the goal) or if the end consumer just ends up paying more for all the shit that comes from China (more likely), but acting like the effectiveness of a tariff can be measured in 1 month is rather foolish.

Trump has done some good things on trade. A specific example would be wage minimums for Mexican workers in the re-negotiated NAFTA.
But here's the problem - you push too much and upends the global order that you established in order to maintain hegemony. Trump's trying to fuck with everyone at the same time and it's really bad for the US long-term. You start slapping tariffs on everybody and getting too aggressive, then they will look for ways to fuck you back. Suddenly China and their poor but relatively geopolitically powerful allies, Russia, don't look so bad. Trade is not just about domestic economics but global politics.
The US media is reporting slowing Chinese growth as if that's somehow a 'win'. But to what end? Pushing back the year they overtake the US economy by a year or two? Who gives a fuck? China is playing the long game, and wrecking alliances for short-term 'victories' over them plays exactly into their hands.
