As of 2018, there are three inhaled beta-2 agonists that are permitted under a certain dose:

HOW THE HELL DO THEY TELL IF YOU ARE OVER THE LIMIT?!?!?! Urinary and blood measurements are incredibly inaccurate for this.

I can find no specifics on whether there is an in competition versus out of competition limit on a USADA approved drug. Theoretically, you could drink a cup of black coffee or pop a caffeine pill between rounds apparently.
