city council of a 5k person 'village' in OH passed a 1% income tax on all residents. They did it in a 'special session' with no public input, didn't tell anyone until they sent out letters 6 months later.

Then they tried to make it impossible to overturn their decision by changing the town charter and refusing to accept the signed petition.

Why on earth would they target income instead of something that is much more in their purview and less contentious like property and sales tax.

my guess is that there was already something on the books about how they could do that...Smug Mayor Todd thought he'd found a loophole in the citizens' attempt to limit his power.
