They are sort of a mixed blessing from a government perspective I think. While they do comprise a highly motivated mercenary force that can be deployed overseas and brought to bear against unfavorable regimes as has been the case in Syria there is no question it does come with some volatility to be endured by the populace at home in the bargain. The government has most likely weighed the benefits against the costs and calculated that they come out ahead by leaving these domestic networks in place.

Yeah, I don't know how much consultation there's going to be with Londoners on the matter though. Not much I don't suppose if the recent past is any indication.
