General 911 Dispatcher charged with Involuntary Manslaughter

A 911 dispatcher who refused to send an ambulance to a bleeding woman unless she agreed to go to a hospital has been charged with involuntary manslaughter

On the 911 call, Kelly Titchenell described her 56-year-old mother, Diania Kronk, as "jaundiced, incoherent and bleeding from the rectum."

How did she die from a bleeding anus? The dispatchers union will probably get those charges dropped.

Yes, that happens...... sort of.
If it's a call from a gang house or a residence where ambulance crews have been attacked before (and there's a lot of them) then the cops have to secure the scene first. We'll send one, but the crew doesn't enter the property until it's safe for them.
