Conservative MPs choose who the candidates are that they want to put forward to the wider Conservative party membership to choose from. The wider conservative membership is everyone who pays a fee to be part of the party, but they've been shrinking as a party as most of their members die off. It doesn't have to be just 2 they can put as many candidates forward to the membership as they want, but it is usually whittled down to 2.
