Correct. 1869 Texas vs White, the Supreme Court ruled that no state has the unilateral right to succession. One way around it is to have Congress vote to recognize the state in question as an independent government. Otherwise it could be dealt with as treason just like the civil war.

The only way California could keep any of them would be with massive corporate tax cuts/incentives...which just goes completely against their base...
