Can someone tell me the story behind Virgil of WWE?

I've seen this infamous pic posted a lot of places

Which I assume alludes to him being unpopular as a wrestler?

But then I see he is pretty popular among wrestling fans on Twitter. I see The Iron Shiek retweeting Virgil a lot and interacting with him. Virgil's tweets are hilarious. And I see guys like @FrontRowBrian @TomLawlor retweeting him, etc too. Like the guys some sort of folk hero or something.

Whats the deal?

He was a low midcarder who was tied to the Million Dollar man. Was his bodyguard for a bit then MDM turned on him for a feud.. was in the NWO also as one of the many.
