Its a bunch of websites that are accessed with an alternative browser. Instead of .com, .net , etc. You might use let's say... .onion.
Normal browser can't find that address but deep web browser could.
Good for staying off radar.
Drug dealers, arms dealers, pedos.
Some other less nefarious stuff, but a lot of that gravitates to it.
Risk to access and looking? Not more than any other site. Don't download the wrong thing, etc.

Basically the dark Web is a layer of the Web that is only accessed using the TOR browser which is put out by the tor project. One very important thing is you need to always be up to date on your tor browser. Now the way tor works is it encrypts your traffic, jumps it through relays, until it finally arrives at its destination and if you follow proper protocol untraceable back to you and all your ISP see's is encrypted traffic directed towards tor relays.

There are suspicions that the NSA and CIA might run tons of Tor exit nodes so that you might randomly come out at their end, letting them watch your traffic. That traffic may or may not give away who you are.
Ok, so using the TOR Browser doesnt in and of itself provide you ultimate anonymity.
There are other steps you need to take to protect yourself from leaking your true IP. I'm lazy, so instead of taking those steps I'd use an old laptop, hard drive removed, and would run TAILS off of a thumb drive, and used public wifi. Problem solved if you want anonymity to just browse around and not raise any flags.
The other thing that you need to worry about in terms of staying protected, is that if you communicate with anyone over TOR, ie the silk road type websites, then you need to make sure the person you are communicating with is who they say they are. This is typically done via reviews, but more importantly by verifying their public PGP signature. If their signature doesnt match the known public one then you should cease communication with that person immediately, and do not buy anything off of them.
Another thing you need to be careful with is how you obtain your cryptocurrency. The best way is to purchase it off localbitcoins.com using cash or a bank deposit. When setting up the account use a throw away email, and dont use a device you own to access the internet when you browse the page. Once you have obtained your coins you then need to tumble the amount you need for a purchase + fees before depositing it in your wallet on the online marketplace. When passing your address to the seller you want to encrypt your address using PGP yourself even if the site says they also encrypt it, that way only the person holding the private key can read the message. Always use your real name as not to raise suspicion from your mail man and to protect yourself from additional charges if you get caught.

Yea, i've looked into this and its an interesting strategy and you need to use other methods of security to truly attempt to protect your anonymity.

If you're are legit planning some super anti-gov attack or some shit. Get TAILS and use public WiFi. I wouldn't use it in the establishment either, rather park on the street near it, that way cameras can't see you. Even though they can't directly track you, they can see that a user is using TOR and can pull the cameras to see who was in there at that time.
