The other guy had him, it seems he got knocked out on the way down by his opponents knee. Instead of being relieved in getting the win against those odds, he becomes fairly unsportsmanlike, as if mad about being knocked down. I don't think, even if during the fight, such a move is legal no? But since this is after the fight, that discussion is moot. I'd consider this worse than a punch after the bell.
