Bowlcut's biggest wins are over guys that were almost 40 at the time and on the downswing of their careers. I think the UFC is being smart building him up on the backs of older fighters. They did the same thing with Jon Jones. I do not think he's ready to win a title fight, yet.
He's not ducking paddy, there's simply nothing to gain by fighting him at this point. Paddy is ranked 9th, Justin isn't going to move up the rankings by beating someone ranked lower than he is, unless the UFC makes some guarantees. Why would anyone risk that? Because "muh fighter"?
