Handcuffed woman steals cop car, crashes it, and goes for gun

I think it was an attempted suicide by cop. She crashed her own car, got arrested, headbutted a cop, got put in shackles, managed to get those out from behind her, went through a window from the back of the car to the front, took off, crashed again, and went for a gun when the cops got there.
