It's so insignificant it's not even worth it to have lawyers/lobbyists try and get the law changed, it would easily cost more than a decade of fines.
I did a Trellis on top of a 6' fence, then planted hops along the fence.

I wish I had an army of cacti. I have one that is nearly the size of a telephone pole. Sure, you can hack your way in with a machete but you will also disturb the structure of the entire thing and mind catch some needle paddles from above. Dude, my grandfather had a corner lot and the perimeter was a wall of all kinds of different cactus. He had some kind of magic touch with the cactus, even in Jr high most of his plants were taller than me. It was beautiful and well groomed, strangers would pull over to check it out, some would ask for cuttings or permission to harvest the fruit off some of em.
But the reality is he built a motherfucking prickly green moat around the place.
And more behind the fence if you made it through the gauntlet outside and we're dumb enough to try to hop his fence.

Not to geek out on this too much, but hypothetically let's say he's worth $100B. Simple 3% interest on that is $3B per year. Divide that by one year (365 days) and he makes $8.2m per day doing nothing. Take it further, since $12k a year for fines is mentioned here, and $8.2m per day divided by 24 hours means he's making $342k per hour, which further breaks down into $5,700/minute, again doing nothing.
Now take into account as of today he's worth $209B. No wonder his fiance can walk around town with a $5k coffee cup: Lauren Sánchez’s ‘coffee cup’ costs $5,750
$12k in fines, lol. $100m in fines means nothing when you're worth that kind of cash.
