I think there must be different tests for in-camp and post-weigh in. He might have been flagged as suspicious but still within bounds on one of the random tests, prompting a more sensitive protocol for the post-weigh in. Just a guess, but it's all that makes sense to me.
If jones was set up, the only thing he was set up for was the timing of this announcement. Fight week of mayweather vs mcgregor is perfect for it not being headlines everywhere since it's overshadowed by the mega event.
