I think the overwhelming frontrunner would be frank dux. However its easy to forget the kickboxer van damme. He attained a level upon which he easily defeated tong po. (He was being blackmailed to take a dive in that fight, once he got word his friends were safe he annihilated him)
Another favorite would be dbl impact alex. He smokes cigars, lives in Hong Kong, and headbutts people. He also defeated dbl impact chong li.
At the lower end of the spectrum we have time cop van damme. He spends most of that movie getting beat up, and isn't what we come to expect as per the norm.
General guile was a tough character but I'm not sure hed hang with the top 3.
