I live in a government town and I can tell you right now, that the government does some incredibly stupid, short sighted thing that have piles of negative effects on the citizenry. It's always done because they believe they're solving an immediate problem and do it with no foresight as to what problems it might be creating. Some people look at the series of problems it creates and assign malice, but as you point out, stupidity more than explains it. Gun control is that absolute best example of this type of decision making.
