He's unhappy that the prisoners that could be used to keep the prison duties operational will be released under a new state reform law. The "bad ones" can't be trusted with work release and other more loose duties.

Solution? Keep rehabilitated "good ones" in prison longer?!

Early release is bullshit anyway. Do the crime do the time. Early release is not enough of a deterrent to keep people from going back to jail.
