I used to have a floating link to it but people complained. Will try to have it as a user specific option down the line but there's you go
While that will work. I would advise against it as a common thing on phones. The chat bar is not optimized for such small screens. Will likely slow down many phones. Probably okay on tablet.
Consider just hitting up the mobile chat in another tab.

No idea. Splint may have it disabled right now, to work on some other things. Sometimes these features work against one another.Well, I still don't see it.
