I thought it might be that each team plays their 3 group matches at the 3 different times, but the third matches are played simultaneously which means England vs Belgium and Panama vs Tunisia are in the evening slot, same as England vs Tunisia was.

They aren’t really a sleeper team. You could argue de Brune and Hazard are top ten players in the world. When Lukaku is on he one of the best strikers in the world.
The rest of their team plays for some of the best club teams all over Europe.
yeah, but they've never really put it together and have always underperformed. It's why most people wouldn't initially consider them amongst the favourites. Not to mention their manager is Martinez from Everton and he always has teams that look good going forward, but can't defend.
