I haven't read the entire thing, but if this is similar to Booker's plan I don't have an issue with it. $1000 is a small amount to pay, and it could grow to be a substantial "leg up" after the investment matures for 18 years.
But it should be offered to all children born into poverty - not just "black babies".

They have me now magically registered with a different name.
But luckily to stop corruption I’m being told just to go vote in person. No ID or proof that I’m who I say I am needed.
That is good news for America. Unfortunately some economists are saying it was due to pent-up demand which likely won’t sustain. Much like an elastic band when you pull it back and let it go it snaps forward and then it goes limp.
I referenced this a few posts to go, anticipating Trump touting this. I posted about jobs gdp at 30% but I meant GDP since that's what comes out at this time.
GDP contracted by 33% and now gained by 33%.
The issue is that before this we did not have that impressive of jobs numbers. Trump has added jobs at a slower rate than Obama. About 1.5 million jobs less in the first 3 years (That's before the pandemic and with a smaller population)
I blame most of this on automation.
But Trump promised to upend that trend and end offshoring jobs. He has not. And if anything has accelerated the trend through tax and monetary policies.
One interesting thing to consider is that certain exchanges of jobs like the TPP that traded low-skilled blue-collar jobs for high-income intellectual property and other tech jobs and whatnot, is that those low-skilled jobs are the most likely to be automated away.
As such, such a deal is trading off inevitable declines. I used to be very much against TPP but I blame most of the trends on automation and inevitable maturing economies. still from an American standpoint trading off the jobs that will be automated away to gain jobs and property payments that will still exist is a great trade.
Tldr; there's probably some ways to stop some offshoring and tax in monetary policy that we have not done. In other cases it's inevitable and we should trade away the stuff that's going to go away anyways.
