I'm fine with a new person getting a title shot here, even if Andrade has the superior claim. I frankly hate shit like "let's have the last two failed contenders a shot at each other" which the UFC did twice in a row because it can lead to a situation where, in the event of a new champion, the most qualified contender is someone on a one-fight win streak.
So, I'm fine with Torres jumping the line just a bit. She's technically 10-1 and this would be a trilogy match with Rose. A five-round match also would also make this a bit different from their previous matches due to the cardio issue, with Torres' really high workrate never having been tested that far.
Andrade gets winner (I feel like the winner of Rose/Torres will have a short turnaround), and maybe make the winner of Esparza/Calvillo vs. Jedrzejczyk for shot after next. Meanwhile, make Kowalkiewicz vs. Herrig and Gadelha vs. Grasso, and have the winner of those two fight for shot-after-shot-after-next.
Also, Waterson vs. Calderwood (both good, exciting fighters on two-fight skids), Tatiana Suarez vs. Nina Ansaroff (hot prospect vs. veteran with a recently elevated game), and Angela Hill vs. Cortney Casey (both credible, fun fighters alternating wins and losses and looking to find their groove right now).
