Does that raise the sea level or no?

I say no as the ship's load is lightened by the exact amount of the containers falling overboard. The new effect on the sea level is zero.

Rest easy, coastal dwellers. You are safe. As safe as you were before anyway.

As for the material being burned - that will have an effect on the sea level as we will have to compute carbon loss and H2O evaporation, but until I see a list of items lost due to fire this calculation is impossible.
