I don't really do it, but you hear it a lot from Newfs in the 50+ age group.
In my experience, it's most often used when a person is done talking about a particular topic and wants to transition to a new one.
Or it's a great way to bail on a conversation, say if someone is boring you and you want to pull that ejection lever like Goose. Mom does it on the phone when she wants to stop talking to someone (*inhale* "yes yes yes... well, I'll let you go now"). It's actually kinda useful. People get the hint.
