Billionaires shouldn't pay any tax, at all, ever. None of them should. In fact, it's funny that a billionaire paid $750 in taxes over three years. That just shows how smart he is, and helps America's greatness!

Oh, I understand how it happens. I'm pointing out that the system is set up to pursue the easy targets rather than the worthwhile ones.

The IRS could say "You know what? We're pooling all of our resource into getting the top 3 tax cheats in the country. It'll be more worthwhile to make a statement that no one is above the law. Besides we'll get more money back than we would by getting 1000 small fish."

Instead the IRS says "Man, we could have really good numbers if we target poor people who can't afford to fight us." It's extremely naive for people to think that if you give the IRS more money for enforcement they're going to start pursuing the uber rich. All they'll do is start adding lower middle class to their current target market. People also shouldn't ever lose sight of the fact that tax evasion is a non-violent crime, but that's another conversation.

The more you invest in - particularly properties and business - the easier it is to "hide" income. If you are just a dude making $20/hr with a mortgage and a couple kids - the money is much easier to track.

So in a way, you are probably right.

Tax breaks are accessible by everyone. If you don't want to pay taxes just max out your retirement savings and start yourself a not for profit where you can put your excess money. Offshore bank accounts are also a great way to hide your money.

The IRS has actually come out and straight said that they don't have the manpower to audit those high earners and that has led to a disproportionately high number of taxpayers being audited that are in the lower income brackets.

With as much cheating that is allegedly going on, instead of going after 500,000 medium earners (just a guess on how many are audited) it might make more sense to go after 50,000 whales and re-allocate the manpower accordingly.
