Lost to Cain on Jul 9th, just announced he is replacing Rothwell on Sep 10th, maybe its like 62 days or 60? Anyway, odd the UFC would do this even if its technically allowed by commissions (why is it if so?).

and Cain/Werdum rematch would be an excellant no brainer Rothwell replacement, alas Cain probably has 3 broken knees or something

Where are all the folks that enjoy bashing Bellator for booking fighters short after being knocked out?

This is bad. Most likely his brain isn't in good shape after the Cain fight. It is a dangerous position to be in. The UFC should not put their fighters in this position. No promotor should.

But let's not pretend that this isn't a bit different than the shitstorm that Bellator brought down upon them when they immediately announced that Meathead would be fighting on 3 weeks noticed after being dropped and stating that he couldn't remember anything while still inside the cage.

There's wrong and then there's fucked up. Either way, this is the type of thing that will bite the organizations in the ass if the fighters ever unite and bring forth lawsuits regarding head trauma.
