Apparently they've got nowhere to put the snow, so they're just loading it into dump trucks and dumping it into the water.
That will work but I bet the dumping spots are a traffic jam

They were out of power for a day or two weren't they?....ban on public roads is probably to allow their road crews to work on clearing out the massive snow dump they got.
