Gotta go with Lawler or Dillashaw, and more likely Lawler even though I am a huge fan of his as well as Rory's. Once Rory stopped planning his striking game (Maia Fight) he has made some people look foolish through tricks I don't see a lot of MMA fighters do, he has chosen to let his striking flow rather than stick to a plan. Robby is great but Johnny has done damage to him with basically a power punch and not a whole hell of a lot else.
If Rory fights with his full capability having learned from the first fight, I think he beats him and Johnny and a Condit rematch too. Some of the combos and counter moves he did in the Saffedine fight high level boxers would be proud of.
If he has mastered high level adaptive boxing, he could matchup well with anyone, if he can't pull it off he'll get caught. That's my coin on him, but his learning curve has been so steep and fast that I think he's capable to becoming a top 5 MMA striker period.
