General Who is the 1 hit wonder GOAT?

It's tough competition. Judging criteria is - what band has the best ratio of 1 song that every Westerner knows backwards and forwards, versus nobody has a clue that they ever recorded another song. So, the obvious criteria really.

For example, Vanilla Ice is a one hit wonder. Everybody knows Ice Ice Baby. But Vanilla Ice had other singles that charted. His big hit was as big as anyone's, but he had other singles that got radio play for awhile too. So he probably misses out on the title, based on having more than one song's existence somewhat acknowledged.

Whereas, for another example:

If I give you the first 2 words of the second verse of a particular song (so not even the first verse or the chorus) - how many of you can
a) identify the song,
b) easily sing the rest of it,
c) name another song or any album or project from the same performers,
d) know who performed it at all?

First two words of each line of the second verse:

When it..."

Is that enough for you to recognise it?

Is it enough for it to earn the title of one-hit wonder GOAT, given the criteria?
