    normal Palestinians were onboard with the peace process, that's why Arafat immediately launched the Intifada when he left Camp David.
    The only way he could hold on to power and keep the personal gravy train flowing was to provoke the Israelis with violence. The Al-Aqusa Intifada was begun and ended by the PLO, because the conflict consolidated their power after the unpopular decision to refuse the offer of Peace from Israel. Arafat had to validate that Israel had no intention of honoring the agreement, so he used Hamas to provoke a predictable incursion in to disputed territory.

    The story I heard was Arafat had to call the mothership and they told him to refuse.

    Arafat could have been operating on his own, but there's no doubt he initiated the Al-Aqsa Intifada.
    But it backfired, and in < 2 years he was on his way out of power.

    If I recall the leadership was based in Paris or somewhere else in exile. They did things by committee but he was the front-man.

    Arafat didn't move to Palestine until the mid-90s, he was an Egyptian. The 2nd Intifada was, IIRC, part of a broader power struggle within the Muslim Brotherhood/Egypt regarding relations with Israel.

    How is Israel dictating sovereignty?
    It's a negotiation, Israel offered terms. Those terms were rejected and violence was chosen instead.

    The former. Terms should be offered by an overseeing body such as the UN. Israel offering terms is akin to surrender and the Palestinian people will never accept that.

    that's how negotiations work.

    Parties to the conflict offer their respective terms to end the conflict. When both sides agree on a set of terms, the conflict is resolved.

    Israel offered 2-state terms that permitted an independent Palestine nation with sovereign borders and government, comprised of 97% of the land that the PLO demanded.
    The PLO offered 1-state terms that included the destruction of the nation of Israel and the removal of all Israelis from the Middle East.
