In the Toronto area? Anyone's guess.
I don't visit that area often, because Toronto is awful imo, but I've seen a guy reading a novel while driving.

I've seen people argue that you should stay in your vehicle with a seat belt buckled and flashing lights on if you break down on the highway. I've also heard people suggest you should get out of the vehicle and get as far away from it as possible, traffic permitting.
Either way, there is no good advice about standing next to your broke down car and the middle of the highway.

We've had a lot of road crew personnel getting hit as well. If you can avoid sitting on the highway, best to do it IMO

I bring my National Enquirer with me, but I'll only read driving in 50 zones or slower - never on a highway.

The highway in Toronto is often going slower than 30
I set the cruise on surface streets for green-light timing.
Then I take a nap.
I wish we had a "jealous" rating. We have "traffic calmed" lights here.
in AZ we have saying
"lights that are timed for 45 MPH are also timed for 90 MPH"

There should have been a highway patrol officer behind the truck with his lights on.
No lights, no flares in the road, not even traffic cones (which even the tow truck driver should've had if he's doing highway work).
