The rule on the highways here is if you can steer it, clear it.I've seen people argue that you should stay in your vehicle with a seat belt buckled and flashing lights on if you break down on the highway. I've also heard people suggest you should get out of the vehicle and get as far away from it as possible, traffic permitting.
Either way, there is no good advice about standing next to your broke down car and the middle of the highway.
