I am thinking that this was likely a publicity stunt. It seems odd that the paparazzi would have someone tailing a low tier chef from the cooking network and would be set up to be able to get such clear pictures of such a small slip. It's been repeatedly proven that some nude photos or a sex tape can catapult nobodies into stardom or revive a washed up or fallen stars career. By the ridiculous amount of coverage this half nipple has received, it looks like their plan was a success.

It was a photo shoot, but paparazzi were there too also shooting, public beach

You can tell by how far away the shots look, the photoshoot photos would look like instagram pics, right up close shots
