The guy was at the top of mid-level drug dealers all across the country with a combined total of 16,000 hits of acid sold to the drug dealers that were popped by the police and then turned over and used to investigate him.
He wasn't busted for using LSD. He was busted for being a higher-level LSD distributor and then refusing to cooperate.

and not one person was harmed by the acidIt was 16000 hits the just during the investigation...for a guy already on probation as well.
EDITED to include the info at the bottom of the post. My friend Rudd got caught up in an LSD conspiracy charge a few years back (2004) and the US Gov't gave him a life sentence. He was never actually caught with any LSD and was convicted based on the testimony of 11 witnesses (some federal agents).
The case is really a truly sad one - that they would lock anyone up for life for LSD is unthinkable, and I believe only one other person was given this harsh a sentence, William Leonard Pickard. (also Timothy Tyler who I recently learned about)
Also Edited to give the following info: he was offered 8 years to inform on his suppliers but because he would not cooperate with the government he was given the harshest possible sentence.
