it was more than that. Catchers update their sign strings with the pitcher between innings...sometimes between pitches. That kind of sign-stealing is just part of the game, like when a runner is on 2nd base.
From all accounts, it was a player-driven scam. The managers and coaches are being punished for letting it happen.

it's the pitcher that's calling the pitches. The catcher is running through signs, based on how they decided to pitch this batter. When the pitcher sees the sign for the pitch he wants, he starts his delivery and the catcher sets up for the pitch.
i was our little league catcher, for no reason other than I was willing to be a human backstop...learning to catch is basically just squatting down and taking abuse.

I loved playing catcher. In more advanced leagues, catchers are typically the smartest player on the field. There's a reason so many managers are former catchers.
in Little League, was 1st baseman that called the infield - that's why I moved. My dad was the coach, and a former all-state/Minor League catcher, LoL.
