The graph itself is intentionally misleading. My opinion of bailouts not withstanding a one time "Fuck we need to help this group out because of a unique situation" is different than something like social services that are budgeted for year over year. It's also ignoring that in some cases money that goes to agriculture is used for public land or wildlife which is something that directly benefits the public.
