but they should consider that if a japanese guy was killed by a filipino guy, it's equivalent to being killed by a black, white, hispanic since japanese and the filipinos live in a totally different community.

I am a mix of European/Ashkinazi Jew and Italian, and I can tell you that a Jew killing a Jew feels different than an Italian killing a Jew, and vice versa. But we are all considered white in the stats. Lumping Asians together seems similar to that to me. If it offends you, please know that it offends me too as well as many other people every time they have to fill out a form. Our categories are determined by whatever the current political agendas are, and only in rare cases are we asked to provide further information about heritage. I can also tell you from growing up in Brooklyn that there are probably Haitians and Jamaicans that feel similarly.
Actually, this year's census broke down the Asian category more than other categories got broken down, but I don't know how pervasive that is for other types of forms and criminal justice records.

Years ago, my heritage was broken down a bit and separated out on a lot of forms. Then they took us off and we all used to check "other" because we weren't sure what to do. Now they're addressing that by specifying that we should consider ourselves white. It's all just about current politics, and all forms of racism (or attempts at genuine positive activism I guess) built into that.
Also, I'm guessing a lot of the crime statistics are based on how an officer fills out a form based only on someone's appearance, but I'm not sure.
