What they did up here is implement a licensing program that everyone without a criminal record passes, but they make the cost and time involved to do the course such onerous that most people can't be bothered. Didn't effect the current generation of gun owners really, but people growing up in cities generally can't be bothered. Within a couple generations you're looking at full stop gun bans.
