You're correct. But it was illustrating a point that holds whether it was literally correct or not. That being said, Snopes is also being dishonest. They label the tweet as "False" but then explain that it's not actually false, but misleading.

I'm not going to claim that the Oval Office or wherever Biden was constituted a medium or large gathering. But if there was even one person there who was at increased risk of severe illness from COVID-19, he did the right thing and it was 100% necessary.
Imagine if he had been unmasked, not following CDC guidelines. The Fox Newses and OAN's of the world would have slammed him for hypocrisy.
