In the sense that both tweets could be considered controversial, sure. Trump isn't expressly threatening the American public in his though.
Congress was designed to move very slowly, but really starting with Obama's second term it's becoming more and more non-fuctioning. It seems like XOs have increased but they haven't. Obama signed 276, Trump I think did 220, so far Biden's at 41. By comparison Woodrow Wilson did over 1,800, and Franklin d Roosevelt signed up 3,700.It's a real problem, no matter what party does it.
